    U.K. ICO Launches Inquiry Into TikTok, Reddit, and Imgur Over Child Data Safeguarding Measures

    The United Kingdom’s Information Commissioner’s Office (ICO) has initiated a formal investigation into three major digital platforms—TikTok, Reddit, and Imgur—scrutinizing the extent to which they uphold the privacy and security of children aged 13 to 17 within the region.

    At the crux of this inquiry lies TikTok’s handling of minors’ personal data, particularly its role in curating and tailoring content recommendations. The ICO has underscored mounting apprehensions surrounding social media platforms that leverage young users’ digital footprints to refine their algorithmic suggestions—potentially exposing them to inappropriate or hazardous material.

    “These concerns stem from the increasing reliance of recommendation engines on user-generated behavioral data, which can inadvertently steer young individuals toward content that may not align with their best interests,” the ICO asserted.

    Beyond TikTok, the regulator is also placing Reddit and Imgur under its lens, focusing on their mechanisms for processing underage users’ data. Specifically, the ICO seeks to evaluate how these platforms determine users’ ages and implement measures to filter content accordingly.

    As part of the inquiry, the ICO is assessing whether these companies have contravened data protection laws. Should any breaches be identified, the watchdog intends to present its findings to the respective entities, affording them the opportunity to provide formal responses before any definitive rulings are issued.

    “The onus to shield children in the digital realm rests squarely upon the shoulders of these companies, and my office remains unwavering in its commitment to ensuring accountability,” affirmed John Edwards, the U.K.’s Information Commissioner.

    “By initiating these investigations, we are signaling our proactive stance in safeguarding children’s digital rights. This remains a paramount area of focus, and we will relay any forthcoming updates on additional actions we may pursue.”

    This regulatory intervention follows the enactment of the Children’s Code in September 2021, which mandates online services to adhere to stringent standards when handling minors’ data.

    Since the Code’s implementation, X (formerly Twitter) has ceased displaying advertisements to users under 18 and eliminated their ability to opt into geolocation tracking. Similarly, Viber has committed to disabling personalized advertising for underage users.
